On November 28, 2025, President Yang Wanming of the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) met with a delegation led by Rafael Mandelman, President of the San Francisco Board of Supervisors.

President Yang Wanming welcomed Mandelman for his first visit to China. He noted that the successful meeting between President Xi Jinping and President Donald Trump in Busan last October, followed by a recent phone call, has helped recalibrate the course of China-U.S. relations. Mandelman's visit at this time is of significant importance. The development of China-U.S. relations requires both top-level guidance and bottom-up support. People-to-people and subnational exchanges help consolidate the foundation of friendship between the two countries and inject stability into the development of bilateral relations. San Francisco has long been a forerunner in exchanges with China. The CPAFFC stands ready to strengthen ties with the city's new administration and council, and to advance practical cooperation between the two sides in accordance with the three principles proposed by President Xi Jinping—mutual respect, peaceful coexistence, and win-win cooperation—to achieve new progress.
Mandelman expressed gratitude for the hospitality and thoughtful arrangements. He noted San Francisco's long history of engagement with China, and expressed readiness to continue strengthening ties and deepening cooperation in various fields such as sister-city relations, economy and trade, culture, and youth exchanges, so as to benefit the people of both countries.
