From December 7 to December 11, 2025, Vice President of the Chinese People's Association for Friendship with Foreign Countries (CPAFFC), led a delegation to Germany and Costa Rica.

During the visit to Germany, Vice President Shen met with Gino Van Begin, Secretary General of the ICLEI - Local Governments for Sustainability, and Kai Merce, Director of the Communication and Engagement Division of the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat. The discussions focused on strengthening cooperation between the CPAFFC, ICLEI, and the UN Climate Change Conference, as well as promoting greater participation of Chinese cities in UN Climate Change Conferences, Conference of the Parties to the UN Convention on Biological Diversity, and other related events. They also explored opportunities for practical exchanges and cooperation between cities and enterprises from China and abroad in addressing climate change and advancing sustainable development.

During the visit to Costa Rica, Vice President Shen attended and addressed the China-Costa Rica Friendship Exchange Meeting and Traditional Chinese Medicine Cultural Experience Event, co-hosted by the CPAFFC and the Chinese Embassy in Costa Rica. He also met with Rodrigo Arias Sánchez, President of the Legislative Assembly of Costa Rica, and Luis Fernando Mendoza, Chairman of the Foreign Affairs Committee of Costa Rican Legislative Assembly and Head of the Costa Rica-China Parliamentary Friendship Group. Additionally, work discussions were held with the National Union of Local Governments of Costa Rica and the Costa Rica-China Friendship Association. Wang Xiaoyao, the Chinese Ambassador to Costa Rica, attended the relevant events.
